The changing nature of social cycles means that one class is always dominant just as a wave has a peak that is not flat.

A society with a dominant worker class will likely push for worker interests, just as one dominated by traders will push for business interests. This leads to liberalism, and neoliberalism respectively.

2-2-1-3MercantilismTrade is king, thinkers are irrelevant to the state
3-2-2-1State SocialismLabor exalted, markets suppressed, force at a normal level
2-3-2-1Feudalismforce and land dominate, commerce stifled
2-2-3-1Theocratic RepublicThought/faith elevated, markets suppressed, force ordinary
